On Wednesday 10 December 2025, Luxembourg’s Ministry of Finance together with the Customs and Excise Agency announced the launch of the "Luxembourg Customs Clearance System" (LUCCS) as part of the ongoing digitalisation of national customs procedures.
The aim of the new system is to align all customs processes with European Union (EU) standards and to support a paperless environment for international trade.
The new electronic customs clearance system was developed within the framework of the European Commission’s work programme for the design and deployment of the electronic systems provided for by the Union Customs Code (UCC).
From 15 March 2021 until 1 December 2025, LUCCS gradually replaced the former "Paperless Douanes et Accises" system in order to comply with the UCC, especially concerning the European requirements for data used in customs declarations.
The LUCCS IT programme aims to cover the entire national import system, including the national accounting and payment system, the computerised transit system, the automated export system, special procedures, arrival notification, presentation notification and temporary storage, centralised clearance of imports, guarantee management, the Import Control System 2 (ICS2) and the management of tobacco products.
According to the ministry, all formalities related to international trade will from now on be carried out in paperless format and in accordance with EU standards.
The system provides a European single window environment for customs, which enables companies to use a service-oriented and standardised platform across the EU, thereby simplifying customs formalities, facilitating the automatic exchange of data and supporting cooperation with other authorities.
The programme was developed in partnership between the Customs and Excise Agency and the Government IT Centre (CTIE). Officials noted that the scope and complexity of LUCCS make it a flagship programme for the Luxembourg State and illustrate new approaches in state project management and IT architecture.
Luxembourg's Minister of Finance, Gilles Roth, emphasised: "Customs is becoming increasingly modern and innovative. LUCCS represents a decisive step towards the harmonisation and digitalisation of customs procedures. The project provides reliable tools to support the Luxembourg economy and ensure effective controls serving consumers and international trade."
