Luxembourg's Ministry of the Economy has reported that the High Committee for the Attraction, Retention and Development of Talent recently met for a second time.
After a first meeting in June 2024, the High Committee met again on Wednesday 4 December 2024, under the chairmanship of Luxembourg's Minister of the Economy, SMEs, Energy and Tourism, Lex Delles.
The ministry recalled that the High Committee, provided for by the coalition agreement, is a consultative body whose purpose is to give opinions and make proposals in order to guide the government's action in the field of talent attraction, retention and development. The Luxembourg Chamber of Commerce, the Chamber of Skilled Trades and Crafts and the Chamber of Employees are represented there, as are the ministers responsible for Labour, Foreign Affairs, Higher Education, Finance, Vocational Training and Immigration.
This second meeting provided an opportunity to take stock of the implementation of initiatives aimed at strengthening Luxembourg's attractiveness as a destination of choice for international talent.
During the meeting, several key points were addressed. This included a discussion on the challenges of attracting talent, during which participants shared their experiences and raised critical points, paving the way for concrete solutions. Participants also addressed progress of work on the portal dedicated to international talent - a digital portal, scheduled to launch in the first half of 2025, will serve as a key resource for attracting talent and facilitating their integration in Luxembourg.
Moreover, Steve Duncan, an expert in talent attraction and retention, presented to the High Committee several studies conducted on talent attraction: Product Research, a comparative analysis of measures adopted by other European countries; Perception Research, which assesses how Luxembourg is perceived by talents in France, Portugal, China and India; Promotional Strategy, proposing strategies to optimise the international promotion of the country to talents.
The meeting also allowed participants to set the milestones for 2025, with a focus on the finalisation and launch of the dedicated portal as well as the development of an Employers Toolkit to support companies, particularly SMEs, in their efforts to recruit international talent.
Minister Delles stressed the importance of the discussions within the High Committee: "Attracting talent is essential to boosting our economy. We must continue to innovate to meet the expectations of professionals around the world, while ensuring that we offer a pleasant living and working environment. This meeting not only allowed us to discuss with stakeholders in the field but also to ensure the progress of concrete tools, including the portal dedicated to international talent. This digital portal will represent a major step forward and an advantage for both employers and talents wishing to integrate the Luxembourg labor market. It will offer practical resources to facilitate their installation and integration, and will support companies, particularly SMEs, in their recruitment efforts. This collaboration within the High Committee shows our determination to make Luxembourg a destination of choice for talent."
The next meeting of the High Committee is scheduled for spring 2025 and will serve as an opportunity to take stock of the progress of the projects discussed.
