A collaboration agreement between the Agence Pour le Développement de l'Emploi (ADEM) and temporary employment agency Fedil Employment Services (FES), signed on Monday, will see the two agencies join forces to improve the employability and skills of job seekers.
Minister of Labour, Employment and the Social and Solidarity Economy, Nicolas Schmit; Director of ADEM, Isabelle Schlesser; and Chairman of the Board of Directors of FES, Fabrice Poncé, welcomed the enhanced cooperation between public employment services and temporary work agencies which will aim to reduce unemployment in Luxembourg even further after an ADEM report found it had fallen 2.4% in a year.
Temporary work accounts for around one fifth of employment actions taken in Luxembourg's labour market, with 19% of recruitments in 2014 representing temporary positions. Among all employees working here in the Grand Duchy, 2% have been employed temporarily, denoting the importance in temporary agency work meeting not only companies' flexibility needs but also the need to reconcile the private and work life of employees. In this sense, temporary employment contributes to the development of employment and inclusion in the labour market.
The partnership will involve FES and its members communicating available job roles to ADEM and participating in the administrative follow-up.
FES-affiliated companies who offer temporary work will also commit to accepting candidates who are registered with ADEM, regardless of their qualifications, whilst offering them training to rapidly integrate them into the labour market. This will allow for a more in-depth cooperation with the Fonds de Formation Sectoriel pour l'Intérim (FSI), an initiative developed by FES.
In turn, ADEM has agreed to collaborate closely with temporary employment agencies and inform job seekers of the opportunities offered by interim work, by for example organising recruitment workshops.
ADEM will commit to providing jobseekers, under the right conditions, with the necessary training in order to receive a temporary contract and take over the costs of these trainings themselves. The partnership will also see ADEM pledging to promote to potential job candidates the expertise of temporary employment agencies with regards to the recruitment and selection process.
"The temporary employment sector has been the preferred partner of ADEM since 1997 and sector companised have since assumed their responsibility in reducing local unemployment," stated Fabrice Poncé, President of Fedil Employment Services. "The signed agreement will from this day on allow job seekers, through reciprocal commitments from ADEM and the temporary agency setor, to fully benefit from this potential integration into the labour market offered by interim employment agencies".
