Nei Hollerich;

On 11 December 2020, after seven years of discussions, studies and planning, the GIE Nei Hollerich introduced the Particular Development Plan (PAP) for the upgrading of the “Nei Hollerich” district to the services of the Ville de Luxembourg; the company acts as agent for the landowners concerned, the most important of which are the companies Paul Wurth S.A. and Landimmo Real Estate S.à r.l., as well as the public Fonds de compensation of the general pension scheme.

The 20.5 hectare site which extends between the current rue de Hollerich / rue de l'Aciérie, the railway lines and the route d'Esch, is marked by a prestigious industrial past, having been the cradle of many industrial and craft activities, of which Paul Wurth and Heintz van Landewyck are until today the "economic jewels".

After the cessation of Paul Wurth's own manufacturing activities in 2004 and the liberation of the workshops, the gradual relocation of cigarette production from Heintz van Landewyck near Diekirch and the creation of the new Cité de la Sécurité Sociale, the site has become available for reconversion and an ambitious urban planning project, supported by the Ville de Luxembourg.

The promoters of the project have planned to place particular emphasis on the variety of uses and functions in a spirit of sustainable and responsible urban development. The PAP provides for a gross built area of ​​390,000 m2, at least half of which is dedicated to housing, i.e. housing for around 4,500 people. The future district will also be able to accommodate workspaces for 5,500 employees. Incorporating local shops, nurseries and restaurants, “Nei Hollerich” will thus be a place of life, work and recreation. The upgrading of the site will be carried out in accordance with the principles of sustainable construction, energy efficiency and circular economy and will aim for the highest "Platin" certification according to DGNB (Deutsche Gesellschaft für Nachhaltiges Bauen) standards. 

The immediate proximity of the station and easy access to public transport, including a new tram service, will make this district a very central hub, where soft mobility and meeting areas are privileged. A significant part of the area will be dedicated to green spaces and recreation, with the opening to the public of the Heintz van Landewyck Park.

Finally, the “Nei Hollerich” district will perpetuate a remarkable industrial experience by a harmonious marriage of historical heritage with new constructions. In particular, the former head office of the Paul Wurth company and a large industrial hall attached to it on the rue de l'Aciérie side have been preserved and integrated into a modern urban concept. Similarly, the Landewyck Building, classified as a national historic monument, will be completely renovated and converted into office space. The fact that this contemporary project is rooted in its industrial history will add to the charm of the neighbourhood.

With the introduction of the PAP and its validation expected by the end of 2021, the foundations are being laid to begin, as a first step, the planning of the infrastructure works and then to be able to start the actual construction works in 2023/2024. It goes without saying that all this work will be carried out in close collaboration with the city, the ministries and all public administrations.

GIE NEI HOLLERICH (formerly GIE d'Etude pour le Développement Urbain de Hollerich) is an economic interest group formed in October 2013, comprising two equal members, Paul Wurth SA and Landimmo S.à rl (Landewyck Group ). Its aim is to carry out an urban development project in the Hollerich district in Luxembourg. Originally formed with a view to carrying out the preliminary studies necessary for development, it now acts as the initiator of the PAP NQ Nei Hollerich, in close collaboration with all the landowners on the site.
