From Tuesday 29 to Wednesday 30 April 2025, the Hémicycle in Luxembourg will host the Conference on Prosecuting Crimes Against Journalists: "Building the Paradigm to Combat Impunity for Crimes Against Journalists", organised by the Council of Europe in cooperation with Luxembourg's Ministry of Justice and the Department of Media, Connectivity and Digital Policy of the Ministry of State.

The conference will be followed by the third annual meeting of the national focal points of the "Journalists Matter" campaign on Wednesday 30 April 2025.

Across the two days, international experts, legal professionals, journalists and human rights advocates will convene to examine how to prevent impunity for crimes against journalists. The programme includes high-level discussions and practical sessions aimed at developing concrete actions and reinforcing existing legal mechanisms.

Luxembourg's Minister of Justice and Minister Delegate to the Prime Minister for Media and Connectivity, Elisabeth Margue stated: "I am proud that Luxembourg, in the framework of its Presidency of the Committee of Ministers of the Council of Europe, is able to host this major conference. I wish to reiterate the importance of the topic, which seeks to ensure that journalists can carry out their essential work for the functioning of democratic societies in safety."

"At a time when violations of press freedom are increasing and journalists are being targeted simply for doing their job, it is more crucial than ever to continue our collective efforts to protect journalists and other media professionals. [...] This conference marks an important step in our shared commitment to advancing practices, engaging judicial, political and civil society actors, and sending a clear message: crimes against journalists must not go unpunished," added Minister Margue.
