On Wednesday 25 March 2026, Luxembourg’s National Health Observatory (ObSanté) together with Organisation for Economic Co-operation and Development (OECD) presented a national framework to assess the performance of the health system, known as the Health System Performance Assessment (HSPA).

The conference was held in the presence of Martine Deprez, Luxembourg’s Minister of Health and Social Security.

ObSanté initiated in 2024, with the support of national authorities, the process of developing a national HSPA framework adapted to the context and needs of Luxembourg. The project was funded by the European Union (EU) via the Technical Support Instrument and implemented by the OECD, in cooperation with the European Commission.

The authorities explained that HSPA is a systematic approach to evaluating the health system and serves as a key tool for health policy decision-making. Aligned with international standards, the Luxembourg framework was developed through a participatory process involving stakeholders to define priorities and indicators, ensuring national relevance and shared ownership. It includes twelve domains, 30 sub-domains and 105 indicators, structured around outcomes, processes, resources and cross-cutting areas.

The HSPA framework aims to move beyond the use of isolated indicators towards a more structured and coherent evaluation of the health system’s performance.
