Luxembourg’s Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade has reported that on Friday 22 and Saturday 23 May 2026, Deputy Prime Minister Xavier Bettel attended the 21st edition of the GLOBSEC Forum 2026, in Prague (Czech Republic).

According to the ministry, this edition of the forum brought together representatives from political, economic and academic circles around the theme: “The Global Systemic Transformation: 21st-Century Solutions to 21st-Century Challenges”.

Minister Bettel took part in a panel entitled “Victory for Ukraine, Europe and the World: What are the Essentials?”, alongside his Estonian, Romanian and Lithuanian counterparts, as well as the Deputy Secretary of the National Security and Defence Council of Ukraine.

The ministry reported that during the panel Minister Bettel praised the resilience of the Ukrainian people, who continue to resist Russian aggression and emphasised the importance of European support for Ukraine on military, political and humanitarian levels. He recalled that no genuine peace process can begin as long as Russia does not demonstrate a real willingness to negotiate a ceasefire. He also stressed that no decision concerning Ukraine can be taken without Ukraine itself, and that the European Union must be closely associated with any peace negotiations.

Minister Bettel also held discussions with the President of the Czech Republic, Petr Pavel, the Prime Minister, Andrej Babiš, the Minister for Foreign Affairs, Petr Macinka, as well as the European Commissioner for International Partnerships, Jozef Sikela.
