On Sunday 4 January 2026, Luxembourg's Ministry of State issued a press release from the Luxembourg Government on the situation in Venezuela. 

According to the ministry, "the government is closely monitoring events in Venezuela following the US military operation in which Nicolás Maduro and his wife were captured and transferred out of the country.

Along with the European Union, Luxembourg has not recognised the democratic legitimacy of President Maduro and has condemned the massive human rights abuses perpetrated by the Maduro regime, and in particular the repression of the democratic opposition.

International law, including the principle of non-use of force, and the Charter of the United Nations must remain the guiding principles.

The European Union's long-standing objective is to support a negotiated and democratic solution to the crisis, led by Venezuelans themselves, that restores political stability, economic growth and the social well-being of the millions of Venezuelans facing critical needs.

In the current situation, Luxembourg calls for calm and restraint to ensure a peaceful resolution to the crisis and prevent it from causing further suffering for the Venezuelan people. The European Union can play a role in this resolution, alongside regional and international partners, including the United States, to facilitate dialogue with all parties and contribute to a negotiated solution and a democratic transition led by Venezuelans, in accordance with the principle of self-determination of peoples.

The Consular Assistance Service of the Ministry of Foreign Affairs is in contact with its European partners and stands ready to assist Luxembourg nationals who may be affected by the crisis. To date, no requests for assistance have been registered. According to the national register of natural persons, approximately twenty Luxembourgers have registered a residence in Venezuela.

As a reminder: the European Union has had a sanctions regime in place since 2017 that currently targets 69 individuals responsible for attacks on democracy, the rule of law, or human rights in Venezuela. The sanctions were renewed at the Foreign Affairs Council meeting on 15 December 2025".
