On Wednesday 10 December 2025, on the occasion of International Human Rights Day, Luxembourg Minister of Justice Elisabeth Margue took part in the informal meeting of Justice Ministers at the Council of Europe in Strasbourg.
Following a written appeal made in May 2025 by several Council of Europe member states to address contemporary challenges linked to migration within the case law of the European Court of Human Rights, Minister Margue reaffirmed Luxembourg’s unwavering commitment to the values and fundamental principles of the European Convention on Human Rights.
According to the ministry, Minister Margue emphasised that any discussion on migration must take place within the international legal framework, in which the Court’s role is to act as the guardian of human rights protection. She underscored that the Court’s independence and impartiality form the foundations of the rule of law, without which democracy would be no more than an illusion.
Moreover, the minister expressed Luxembourg’s full support for the Council of Europe as it works towards a satisfactory and collaborative solution to current migration challenges.
