On Wednesday 10 December 2025, Luxembourg’s Ministry of Justice reported on the participation of Minister of Justice Elisabeth Margue at the Justice and Home Affairs Council in Brussels (Belgium).

According to the ministry, a large part of the discussions focused on holding Russia accountable for crimes committed during its war of aggression against Ukraine. Minister Margue reaffirmed Luxembourg’s commitment, stating: “I want to restate our strong support for the work on accountability for the crime of aggression. The fight against impunity is crucial for the future of the international legal order.”

She also highlighted Luxembourg’s support for creating a special tribunal for the crime of aggression: “Luxembourg continues to fully support the ongoing efforts to establish the special tribunal. We welcome the development of a cooperation model that will enable faster and more consistent bilateral agreements.”

Minister Margue stressed the need to strengthen judicial cooperation and evidence gathering and underlined the central role of investigations carried out by the International Criminal Court.

The ministers continued the meeting with a working lunch that addressed extradition issues and judicial cooperation with third countries. They exchanged views on how to further improve the effectiveness and coherence of European action in these areas.

During the Council, ministers also discussed the fight against drug trafficking and organised crime, where the European Union continues to reinforce judicial and operational cooperation. They also briefly exchanged views on the European drug strategy.

Moreover, the ministers reviewed progress on implementing the Charter of Fundamental Rights.
