Luxembourg's Deputy Prime Minister and Minister for Foreign Affairs and Foreign Trade, Xavier Bettel, participated in the NATO Foreign Ministers' Meeting in Brussels, Belgium, on Wednesday 3 December 2025.

During the North Atlantic Council working session, ministers discussed NATO's major strategic challenges, including Russian aggression against Ukraine and hybrid threats, as well as preparations for the 2026 NATO Summit, to be held in Turkey.

As reported by Luxembourg's Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade, Minister Bettel in his speech reiterated the importance of unity among the 32 allies, which is essential for NATO's deterrent force. Disunity, on the contrary, benefits those who seek to test the Alliance and its member states, he said.

Regarding military spending, Minister Bettel indicated that Luxembourg will reach its defence spending target of 2% of GNI by the end of 2025.

The meeting was followed by a working lunch of the NATO-Ukraine Council, attended by the Ukrainian Foreign Minister, Andrii Sybiha.
