On Thursday 25 September 2025, Luxembourg’s Ministry of Foreign and European Affairs, Defence, Cooperation and Foreign Trade reported that Deputy Prime Minister, Minister Xavier Bettel, had taken part in several high-level meetings and held bilateral talks with various heads of state, prime ministers and foreign ministers during the first two days of the high-level week of the 80th session of the United Nations General Assembly (UNGA80) in New York.
During the session, the Luxembourg Foreign Minister, together with Prime Minister Luc Frieden, held a bilateral meeting with King Abdullah II of Jordan and Foreign Minister Ayman Safadi. They also met with the Prime Minister of Bhutan, Sonam Topgay.
Minister Bettel further held bilateral meetings with the foreign ministers of Liechtenstein, Mongolia and Zambia, as well as with Philippe Lazzarini, Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). According to the Ministry, these exchanges served to strengthen bilateral relations and to address current international issues.
Ahead of the opening of the General Debate of the 80th session of the UNGA, Minister Bettel, together with Prime Minister Luc Frieden, took part in the high-level conference on the two-state solution. He also participated in the high-level event on the protection of humanitarian personnel, organised by Australia, where he signed the related declaration on behalf of Luxembourg. In addition, he attended the informal EU Foreign Affairs Council, held with the participation of the foreign ministers of Brazil, India and Mexico.
The Luxembourg Foreign Minister also attended the opening of the General Debate, under the theme “Better Together: 80 Years and Beyond for Peace, Development and Human Rights.” He further participated in meetings between EU and CELAC foreign ministers and in the “Global Governance Group” meeting organised by the Singaporean Foreign Minister. In both meetings, he stressed the importance of multilateralism and reiterated the need for joint action to address common challenges.
Minister Bettel also joined the ministerial meeting of the Alliance for the Two-State Solution, where he recalled that recognition of the State of Palestine forms part of the equation for achieving a two-state solution, alongside the gradual normalisation of relations between Muslim countries and Israel. He also took part in the high-level meeting “Ensuring Accountability for Ukraine,” attended by the Ukrainian Foreign Minister, and in the side event of the “LGBTI Core Group.”
The second day concluded with a reception with the Luxembourg community and Minister Bettel’s participation in a reception hosted by United States Secretary of State Marco Rubio.
