The Statistical and Market Watch Department of the Luxembourg Institute for Regulation (ILR) has published a statistical report on the postal services market in Luxembourg for 2019. 

The statistical report presents the key figures concerning courier services, parcel services and the postal service on the basis of various indicators, such as turnover, volume, jobs and quality of the services provided. The report is based on data provided by 25 service providers active in the Luxembourg postal services market.

The turnover of the postal services market reached €180.17 million in 2019, an increase of 8.1% compared to 2018. On the one hand, the turnover of postal services amounted to €116.40 million, i.e. an annual increase of 2.5%.

On the other hand, a strong double-digit increase of 19.8% characterises the evolution of the turnover of parcel services, totaling €63.77 million. In 2019, parcel services represented 35.4% of total postal sector turnover. A trend towards a preponderance of the turnover of parcel services is emerging.

As for the volume of the postal services market, postal mail services represent 166.80 million units and fell by 6.5% compared to 2018. Parcel services total 10.75 million units, an increase of 8.1% compared to 2018. The growth of the parcel services market has been supported for years by the inbound cross-border services market which accounts for almost 80% of parcel volume. The incoming cross-border services market thus recorded 8.51 million parcels, a marked increase in both the volume handled and the turnover of service providers.

The postal sector employs more than 1,900 people. The designated universal postal service provider, Post Luxembourg, employs more than 1,300 people, or 70% of jobs in the sector.

Regarding access to postal services, the number of automatic distribution points (pack up) increased significantly from 72 to 103 between 2016 and 2019.
