On Tuesday 16 April 2024, Luxembourg’s Ministry for Gender Equality and Diversity (MEGA) published the evaluation report on the implementation of the national action plan for the promotion of the rights of LGBTI people (LGBTI PAN) adopted in 2018.

The University of Luxembourg carried out this evaluation under the mandate of the former Ministry for Family, Integration and the Greater Region. When the government was formed in November 2023, the file relating to LGBTIQ+ people was transferred to the Ministry for Gender Equality and Diversity.

 Luxembourg’s Minister for Gender Equality and Diversity, Yuriko Backes, highlighted that “the coalition agreement provides that the national action plan will be adapted. To do this, evaluation is a good basis for work and it is now important to analyse its content and draw the right conclusions.

The first conclusion that the minister drew from the evaluation was the need for a reform of the interministerial committee for the promotion of the rights of lesbian, gay, bisexual, transgender, queer and intersex people (LGBTIQ+). The latter will now be chaired by the MEGA and composed of representatives from all ministries. In addition, the committee will have, beyond monitoring the implementation of the national action plan, the mission of monitoring and coordinating policy on the rights of lesbian, gay, bisexual, transgender, intersex and queer people. The committee will submit to the government all the proposals he deems useful in this matter and plan for close cooperation with organisations representing civil society.

In its meeting on Monday 15 April 2024, the Government Council adopted the government decree relating to the LGBTIQ+ interministerial committee.
