On Monday 5 January 2026, the Employment Development Agency (ADEM) reported that, following the entry into force of a new law on Thursday 1 January 2026, applications for full unemployment benefits must now be submitted exclusively online, with personalised support available for those who require assistance.

According to the agency, the procedure is designed to be straightforward: anyone wishing to receive full unemployment benefits must first be registered with ADEM. Based on the data provided during registration, ADEM automatically determines whether the jobseeker is likely to be eligible for the benefit.

If eligibility is established, the jobseeker receives a letter inviting them to submit their application via their private space on MyGuichet.lu. The application process requires secure authentication using a LuxTrust product, the Luxembourg electronic identity card (eID) or an eIDAS certificate from another European Union member state.

ADEM noted that the online application via MyGuichet.lu has been designed to be particularly user-friendly and intuitive. It can be completed on a smartphone, desktop computer or laptop, with information boxes explaining the fields to be filled in. Required documents can be uploaded in just a few clicks, and the number of supporting documents has been significantly reduced to facilitate the process.

Once the completed application has been submitted, ADEM automatically initiates the examination of the file. All subsequent communication is also conducted online via the MyADEM space, which is integrated into the private area on MyGuichet.lu and automatically activated for each beneficiary.

For people who do not have the necessary authentication tools or equipment, the agency explained that support is available via ADEM’s Contact Center by tel: 247-88888, where solutions are offered according to individual needs.

ADEM added that initial feedback on the online procedure, developed in collaboration with the State Information Technology Centre (CTIE), has been very positive. Since its introduction on a voluntary basis on 10 November 2025, a total of 2,165 applications for full unemployment benefits have been submitted online, 88% of which were completed entirely independently.

The agency also highlighted that the personalised support provided to applicants who are unable to complete the process on their own, with assistance from specially trained ADEM advisers, has been positively received, ensuring that a human point of contact remains available at all times.
