Luxembourg Submits 2020 National Reform Programme to European Institutions

In addition to its Stability and Growth Programme, the Luxembourg government submitted today the 2020 edition of the National Reform Programme to the European Commission and the Council of the European Union (EU).

Outlining the government's strategy to respond to the major challenges of the Luxembourg economy, the National Reform Programme fits into the European semester and serves as a basis for discussions to be held with the European Commission on the efforts made by Luxembourg to steer its development.

The programme describes Luxembourg's ten-year strategy to increase employment and productivity, while strengthening social cohesion, to face environmental challenges and an aging population. It also ensures the follow-up and implementation of the country-specific recommendations addressed to Luxembourg by the Council of Ministers of the EU and that of a certain number of quantitative objectives that Luxembourg has set for employment, research and development, schools and higher education, as well as in the field of climate change and energy and the fight against poverty and social exclusion.

Approved at the meeting of the government cabinet yesterday, the programme does not only take into account economic, social and environmental objectives, but also integrates sustainable development objectives.

Due to the current crisis, a chapter of the National Reform Programme for 2020 is dedicated to the evolution of the COVID-19 pandemic as well as to the measures and decisions taken by the government, notably within the framework of the economic stabilisation plan, to mitigate the short-term social and economic consequences of the crisis. In its preamble, the programme returns to the opportunity to rethink society and promote another model of prosperity that will allow the country's economic resilience to better face crises like COVID-19.
