On Tuesday 12 December 2023, Luxembourg's Minister of Housing and Spatial Planning presented to Luxembourg's Chamber of Deputies (parliament) the financing bills for two large affordable housing projects carried out by the SNHBM and adopted by the Government Council (cabinet) in September 2023.

Elmen: an expanding eco-village

The bill authorising the State to participate financially in the second phase of the Elmen project in Kehlen provides for the construction of 154 housing units, including 51 single-family houses and 103 apartments. 55 housing units are planned for rental and 99 for sale. The state contribution for Elmen's PAP 2 amounts to €83.6 million. Ultimately, as part of this project, the SNHBM will create (through three special development plans (PAPs)) more than 800 housing units to accommodate more than 2,000 people. The housing density initially planned for PAP 2 could be increased from 26 to 41 housing units per hectare.

To respond to the challenges arising from this new development on the outskirts of Olm and Capellen, the State will also take charge of the construction of a "Maison pour tous" (a house for all). This is a village infrastructure installed on the central square of the future district which aims to provide a space to contribute to the concept of "living together".

With the indexation of the PAP 1 financing law, this now amounts to €104 million. The total budget for the first two PAPs is thus €188 million.

Expansion of Itzigerknupp in Luxembourg-Bonnevoie

The bill relating to Itzigerknupp, located in Luxembourg-Bonnevoie, will allow the construction of 558 housing units, including 233 apartments for rent, 251 apartments for sale and 74 single-family houses intended for sale. State participation in this project declared of general interest amounts to €193 million. 289 housing units are planned for affordable rental and 269 for affordable sale. The housing density chosen is 60 housing units per hectare.

In addition, the PAP provides for the construction of a school which is not covered by this bill.

The infrastructure work on the Itzigerknupp project will begin at the end of 2023, with the delivery of the first keys planned for 2028 and the end of the work scheduled for 2035.
