On Wednesday 8 February 2023, Luxembourg's Minister of Social Security, Claude Haagen, accompanied by the President of the Common Compensation Fund for the General Pension Scheme (FDC), Alain Reuter, visited the future Cité de la Sécurité Sociale at Luxembourg-Gare. 

The new building is being built by the FDC, which will remain its owner.

Located in rue Mercier (across the street from Luxembourg train station), in the coming months, the Cité de la Sécurité Sociale will be home to the Administration for the evaluation and control of long-term care insurance (AEC), the Medical control of social security (CMSS), the National Health Fund (CNS), the Common Social Security Center (CCSS) and the Accident Insurance Association (AAA).

The current premises of the social security organisations, located at the Route d'Esch in Luxembourg-Hollerich, have become too small for the approximately 1,000 employees and no longer meet the changing needs of the organisations. Built in 1984, the (yellow) building of the Social Insurance Office has already been extended and has reached its limits, on the one hand in terms of space and, on the other hand, in its state of repair.

The new building will offer more than 52,000 square metres – the available area has thus doubled compared to the old premises – and will make it possible to better receive visitors with more welcoming counters and a waiting room with 220 seats. Thanks to its proximity to Luxembourg-Gare, access is also facilitated for those coming from all over the country.

"The construction of the Cité de la Sécurité Sociale was necessary in order to improve the reception of protected persons and to allow the agents of the institutions and administrations to accomplish their task in conditions adapted to the new working methods", commented Minister Haagen.

The Cité de la Sécurité Sociale (Social Security City) project

The project is divided into two phases. With the completion of the first phase in May 2023, the second phase of construction will be launched in autumn 2023. This second building will house the National pension insurance fund, the Fund for the future of children and the FDC. This is understood to be the current building occupied by the Office of Publications of the European Union which is preparing to move into the nearby Rue de Reims which has just been vacated by POST Luxembourg which has just moved into its new building (on the site of the former one, which was torn down apart from the facade) on Rue de la Gare (directly opposite Luxembourg train station).

- Construction period: from March 2019 to December 2022

- Number of workers on site (during construction): up to 450 workers
