On Wednesday 26 October 2022, as requested by the Council of Government (Luxembourg's cabinet), the report on the work carried out by the monitoring group on the issue of drug-related crime, including a catalog of measures was presented to the Chamber of Deputies (Luxembourg's parliament).
It is recalled that on 22 October 2021, Luxembourg's Minister of Internal Security, the Minister of Justice, the Minister of Health, the Minister of Education, Children and Youth, and the Minister of Immigration and Asylum presented at a joint press conference the coordinated package on the issue of drug-related crime and a catalog of measures.
Since the adoption of the package by the cabinet in October 2021, many of the projects and measures in the catalog have been started and others have materialised. In all, half of the 26 measures provided for in the package have been carried out or are in the process of being carried out, with other measures being in the development, planning or deployment phase.
Since security is a shared responsibility, the problem of drug-related crime requires intervention at several levels. Over the past year, the partner departments have worked together in a common effort to address the narcotics issue in a holistic and sustainable manner.
The Customs and Excise Administration, also concerned by the theme, joined the working group as an active member. The Ministry of Home Affairs remains informed of the work. The ministries concerned also went to meet the municipalities during regional meetings organised in June and July 2022, in order to discuss with them and include their experiences and good practices in the package. Indeed, the municipalities are the first concerned by the challenges and the solutions to be implemented on the ground.
As a reminder, the package contains a catalog of 26 preventive and repressive measures, and is intended to be the evolutionary follow-up to the Interministerial Note on the fight against drug-related crime.
