On Thursday 3 March 2022, Luxembourg's Ministry of Foreign and European Affairs announced the opening of a first reception centre for people fleeing the war in Ukraine.
The Foreign Ministry praised the generosity of Luxembourg residents and the many initiatives aimed at support humanitarian efforts in Ukraine.
The ministry confirmed that the necessary procedures were in place to welcome and support displaced persons from Ukraine, including those who have already arrived.
All displaced persons arriving in Luxembourg from Ukraine are requested to contact the Immigration Department of the Ministry of Foreign and European Affairs via email: immigration.desk@mae.etat.lu.
The persons concerned will receive a form to complete in order to help the Luxembourg authorities to contact them with a view to submitting an application for temporary protection, or, if necessary, another way of regularising their stay in the Grand Duchy.
The temporary protection status, which is about to be approved at European level, will be accessible to Ukrainian nationals who have arrived in Luxembourg in recent days and to those yet to arrive. The persons concerned will be informed as soon as the procedure is set up in Luxembourg.
In the meantime, Ukrainian nationals do not need to take any particular steps to stay in Luxembourg at this stage. This also applies to persons holding a residence permit which expires soon or whose authorised short stay (in principle limited to 90 days) is coming to an end, who are also requested to report to the immigration directorate. The ministry added that those concerned should not worry about their administrative situation at this time.
The Luxembourg Government has set up a first reception centre to house people fleeing the war in Ukraine. This emergency reception centre, open 24 hours a day, seven days a week, is located at the SHUK (Structure d'hébergement d'urgence au Kirchberg) in Luxembourg-Kirchberg (11 Rue Carlo Hemmer). This centre offers shelter for the first days and meals as well as basic necessities for people wishing to apply for protection in Luxembourg, but also for people wishing to go to another European country. For health reasons, no pets are allowed in this first reception centre.
The ministry also recalled that the COVID-19 health measures put in place by the Luxembourg Government remain in force.
All Luxembourg residents who have offered or are offering to host Ukrainian nationals in their homes are invited to contact the Hotline managed by Caritas and the Red Cross with the support of the Ministry of Family Affairs, Integration and the Greater Region at 621 796 780 or by email at Ukraine@zesummeliewen.lu.

In view of the many private initiatives to organise transport to pick up Ukrainian nationals at the borders of Ukraine, the ministry has requested that all persons planning such transport send all information to the following email address transport.ukraine@mae.etat.lu.
The ministry has strongly recommended that information be obtained before organising such private transport given that reception, accommodation and medical measures must be provided in order to accommodate these people, many of whom have experienced trauma, in the best conditions.
The ministry has been informed of the increased number of unaccompanied children without official documents at the borders of Ukraine who are on board transport organised by private initiatives. The ministry recalled that it was important that the people organising such transport ensure that there is no risk of human trafficking.
