
On Tuesday 29 May 2018, the De Park entity of the Neuro-Psychiatric Hospital Center (CHNP) celebrated the completion of the structural work of its new building in Useldange which will accommodate 34 people with a psychiatric disability.
At today's ceremony, Corinne Cahen, Luxembourg's Minister of Family and Integration, emphasised the need for this new facility. "The creation of this structure meets a real need," said the minister. "In spite of our efforts, there are still too few management and accommodation structures for people with mental disabilities in Luxembourg."
The numbers are clear. Jean Feith, Home and Accommodation Director at CHNP, explained "Currently, about 50 people with chronic psychic disabilities occupy hospital beds. Given their age, their fragility, their lack of autonomy and their need for supervision 24 hours a day, these people can not be integrated into other existing structures."
When a mental illness becomes chronic, the people concerned are limited in their participation in social life and the evolution of the disease results in the gradual installation of a disability. These people, for whom treatment is without a therapeutic aim, have no longer any place in a hospital.
"The new structure in Useldange will thus make it possible to offer services better adapted to the specific needs of this population" Health Minister Lydia Mutsch said in her speech. "Our health policy must therefore create the framework conditions so that people suffering from a psychic disability can benefit from the best quality of life, in good health and independently."
Built on three floors, the new building will offer a floor space of 1,700m2 with 34 single rooms. The budget invested amounts to €8 million. Commissioning is scheduled for autumn 2019.
