
On Wednesday 26 and Thursday 27 March 2025, Luxembourg’s Minister Delegate for Media and Connectivity, Elisabeth Margue, attended the informal meeting of D9+ ministers in Amsterdam.
As reported by Department of Media, Connectivity and Digital Policy, one of the speakers, European Commission Executive Vice-President for Digital Sovereignty, Henna Virkkunen, emphasised the need to strengthen European competitiveness by simplifying regulatory frameworks and reducing administrative burdens for businesses across Europe.
Discussions focused on investments in the European technology sector, highlighting the necessity of improving access to private financing for digital enterprises. In a joint statement issued following the ministerial meeting, D9+ ministers underscored the need to develop innovative artificial intelligence solutions to attract greater private capital investment in Europe.
Other topics on the agenda included the performance of digital infrastructure in Europe, the integration of emerging technologies in the public sector and AI capabilities.
According to the press release, Minister Margue stressed the importance of the effective and harmonised implementation of digital regulations. She also called on the European Commission to assess whether the decentralised legislative approach, such as the one applied to the AI Act, should be reconsidered to prevent fragmented implementation across Europe.
Luxembourg also used the opportunity to express its intention to host the D9+ ministerial meeting in the first half of 2026.
The "Digital 9+" group comprises thirteen European countries and the European Commission. It meets twice a year to discuss key digital policy issues. The member states include Slovenia, Sweden, Finland, Estonia, Poland, Belgium, the Netherlands, Spain, Portugal, Ireland, Denmark, Slovakia and Luxembourg.
