On Wednesday 10 July 2024, Luxembourg and Ukraine signed a bilateral security agreement in Washington, DC in the United States.

Luxembourg's Prime Minister, Luc Frieden, and the Deputy Prime Minister and Minister for Foreign Affairs and Foreign Trade, Xavier Bettel, travelled to Washington this week for the NATO Summit, which marks the 75th anniversary of the Alliance and is taking place from Tuesday 9 to Thursday 11 July 2024.

On the occasion of this visit, Prime Minister Frieden met with the President of Ukraine, Volodymyr Zelensky, to sign a ten-year agreement on security cooperation and long-term support between Ukraine and Luxembourg. This agreement, shared on the official website of the Ukrainian President, serves in part to reiterate Luxembourg's "unwavering support for Ukraine’s independence, sovereignty and territorial integrity within its internationally recognised borders as of 1991".

The agreement notes that Luxembourg provided Ukraine with military aid worth €74.4 million in 2022 and €96 million in 2023, and foresees the allocation of an additional €80 million in military assistance for 2024.

Commenting on social media, Luxembourg's Prime Minister shared: "Our aim is to guarantee security, the rule of law and freedom in Europe. Borders cannot be changed by force".

For his part, Minister Bettel stated: "By signing a bilateral security agreement, Luxembourg reaffirms its support to Ukraine in the legitimate defence of its sovereignty and independence".

Minister Bettel also shared on social media that he had signed two "key" projects for Luxembourg's Defence (on behalf of Defence Minister Yuriko Backes who is recovering from a recent injury) in Washington: an Alliance Persistent Surveillance from Space (APSS) memorandum of understanding and a letter of intent for Allied software for Cloud and Edge services (ACE).
