On Friday 25 February 2022, Luxembourg's Ministry of Foreign and European Affairs and the Ministry of the Economy announced the suspension of transit and transfer authorisations for dual-use goods to Russia and Belarus.
In view of the developments in Ukraine following the armed aggression by Russia, including from Belarusian territory and in accordance with Article 16 of Regulation (EU) 2021/821 of the European Parliament and of the Council of 20 May 2021 establishing a of the Union for Control of Exports, Brokerage, Technical Assistance, Transit and Transfers with regard to Dual-Use Goods (hereinafter "Regulation (EU) 2021/821"), the Government of Luxembourg , through the competent export control authorities, has decided not to grant any more authorisations and to suspend all authorisations currently in force, having as destination the Russian Federation as well as the Republic of Belarus, and this with immediate effect.
This measure is temporary in nature and will be assessed on a daily basis according to the evolution of the situation.
The competent authorities ask economic operators to adopt particular vigilance at this time for the export of dual-use items which are not listed in Annex I of Regulation (EU) 2021/821, when these transactions have as their destination the Russian Federation or the Republic of Belarus, and this in accordance with Article 4 of Regulation (EU) 2021/821 read in conjunction with the current sanctions in force against the Russian Federation.
In the event of new developments, the competent authorities will inform economic operators as soon as possible.
