On Monday 7 December 2020, Luxembourg's Prime Minister and Minister for Communications and Media, Xavier Bettel, participated in the EU Council's videoconference of ministers in charge of telecommunications.
The main item on the agenda was a policy debate on data governance. A new proposal for a regulation, published by the European Commission on 25 November 2020, is the first in a series of measures announced in the European data strategy. This instrument aims to promote the availability of data by increasing confidence in data intermediaries and by strengthening sharing mechanisms within the European Union.
During this policy debate, Prime Minister Xavier Bettel advocated the strengthening of the harmonised legislative environment and the consolidation of a framework of trust, respectful of European values and fundamental rights, which will facilitate the sharing of data by European citizens and businesses in full confidence, and will promote the secure reuse of certain categories of data held by public bodies.
According to Luxembourg's Minister for Communications and Media, the new rules for international data flows should not constitute a brake on innovation and international trade.
