On Monday 29 April 2024, the Stepstone Group, parent company of the jobs.lu recruitment platform has published a report of its ‘Decoding Global Talent 2024’ study, aiming to analyse trends and preferences regarding international professional mobility.

This survey of 150,000 workers in over 180 countries assessed in particular the attractiveness of different countries and capital cities for workers seeking to move abroad.

Compared with previous editions of the survey, Luxembourg's degree of attractiveness has increased, ranking 32nd among the most attractive countries in the world. The Grand Duchy was previously ranked 36th in 2020 and 38th in 2018.

According to the study, employers are finding it increasingly difficult to find the skills they need locally, which is why companies all over the world are seeking to strengthen their attractiveness to appeal to workers seeking to move abroad for their careers.

This study, which includes Luxembourg, is full of valuable information and aims to equip employers with the tools they need to attract talent from all over the world,’ commented Arthur Meulman, CEO of jobs.lu.

The survey established a ranking of the most attractive working environments. The leading positions were dominated by major capitals. London remains the most attractive city for workers, with Amsterdam and Dubai coming in second and third. These were followed by cities such as Abu Dhabi, New York, Berlin, Singapore, Barcelona, Tokyo and Sydney.

In terms of ranking the countries that workers want to move to, the survey reveals that Australia has become their preferred destination. This is followed by the United States, Canada, the United Kingdom, Germany, Japan, Switzerland, Singapore, France and Spain.

As a capital, Luxembourg comes 48th in the ranking. As a country, it ranks higher, in 32nd position,’ continued Arthur Meulman. ‘It is particularly interesting to note that the country appears more attractive to workers across the globe now than four years ago. Luxembourg was ranked 36th in 2020 and 38th in 2018. This progression is undoubtedly the fruit of the concerted efforts of the authorities and financial market stakeholders to promote Luxembourg and its living environment.

Where do the foreign workers drawn to Luxembourg come from?

The survey also specifies where the workers who declare their desire to come and work in Luxembourg come from. It reveals that 11% of Portuguese nationals cite Luxembourg among the three countries they’d like to work in. This is also the case for 6% of workers located in Pakistan and Belgium, followed by France (5%), Bosnia-Herzegovina (4%), Tunisia (4%), Algeria (4%), Uganda (4%) and the United Arab Emirates (4%).

Luxembourg already benefits from a great reputation within border countries and even in Portugal, with a particularly significant Portuguese-speaking community living in the Grand Duchy,’ explained Arthur Meulman. ‘In this ranking, it is surprising not to find a significant percentage of German nationals seeking to relocate to Luxembourg. German speakers still constitute a significant share of employment nationally.

Attractive employment and quality of life

According to the survey, some of the main reasons that motivate foreign workers to relocate to Benelux included the quality of jobs offered (66%), the quality of life (65%) and the security and stability of the environment (48%).
