On Thursday 24 July 2025, Luxembourg's Minister of the Economy, SMEs, Energy and Tourism, Lex Delles, and Minister of Finance, Gilles Roth, signed, on behalf of the Luxembourg government, an agreement in principle with Poudrerie de Luxembourg SA and the CDCL Group.

This agreement formalises their collaboration on the development of the "Space Campus", including the construction of an administrative building that will house, among other things, the Luxembourg Space Agency (LSA) within ParcLuxite in Kockelscheuer. The site will have a surface area of up to approximately 6.5 hectares, offering up to 100,000 m² of space.

According to the Ministry of the Economy and the Ministry of Finance, the Space Campus aims to bring together players from both the international and Luxembourg space sectors on a single site to foster the growth of companies in the sector and stimulate cooperation among public and private stakeholders. The site will host the headquarters of the LSA and its future incubator, as well as technical laboratories and a testing centre.

In July 2022, the Luxembourg government gave its approval in principle to launch the project, spread across two sites: Esch-Belval for public research activities and ParcLuxite for businesses and the LSA.

This latest agreement marks a key step in the implementation of the project, as confirmed in the 2023-2028 coalition agreement.

At the signing ceremony, Minister Delles stated: "This project is perfectly aligned with our strategy to create a high-performance space ecosystem that is competitive on a European and international scale, and to attract foreign companies and talent, notably by leveraging Luxembourg's innovative space legal framework. Today's signing marks an important milestone in the development of our space ecosystem."

Minister Roth added: "The Space Campus represents a tremendous opportunity to support innovation and strengthen Luxembourg's position in the space sector. The government is continuing its efforts to diversify the national economy and increase the country's attractiveness for talent, investors and innovative companies."

Raymond Ackermann, Managing Director of Poudrerie de Luxembourg SA, commented: "We look forward to welcoming innovative companies and institutions from the space sector to ParcLuxite in Kockelscheuer and actively contributing to the creation of a centre of technological excellence that will strengthen Luxembourg's position as a key player in the space economy."
