Luxembourg's Ministry of the Interior has announced details of the first special development plan (PAP - Plan d'aménagement particulier) carried out on the basis of the new measures of the Housing Pact 2.0, in Mertert, addressing affordable hosuing.

The “Mäertert Bergfeld” project in the municipality of Mertert is to comprise a total of 215 housing units, 37 of which are affordable (spread over 3 single-family houses and 34 apartments). 

This is the first real estate project carried out in execution of article 29bis of the amended law of 19 July 2004 concerning municipal planning and urban development, resulting from the Housing Pact 2.0. The project will provide housing for some 500 people, of whom approximately 90 will be able to benefit from affordable housing.

This project will contribute to a substantial increase in the public housing stock by reserving, for each PAP concerned, a certain percentage of the gross built area intended for affordable housing.

The land on which these homes will be built is ceded to the municipality or the state, which also guarantees that these homes will remain affordable, since they will not be sold or rented on the private market.

The "Mäertert Bergfeld" project is also a project which has benefited from close consultation between the private developer, the municipality of Mertert and the Ministry of the Interior to achieve a good mix of high quality housing typologies, urban planning and an attractive public space for residents. This project represents a good design example for future projects.
