On Friday 7 March 2025, Luxembourg's Directorate for Development Cooperation and Humanitarian Action, together with the Directorate of Defence, Directorate of Health and the Ministry of Foreign and European Affairs, Defence, Cooperation and Foreign Trade, confirmed that Luxembourg's Deputy Prime Minister, Minister of Foreign Affairs and Foreign Trade, Xavier Bettel, had a bilateral meeting with Arnoldo André Tinoco, Minister of External Relations and Worship of Costa Rica.

The two ministers welcomed the strengthening of bilateral relations, especially since the opening of a Luxembourg embassy in San José in September 2023. They also explored avenues to further strengthen them.

The meeting also provided an opportunity to discuss current political issues, including Russian aggression against Ukraine, the geopolitical situation in Latin America and relations with the United States. Deputy PM Bettel stressed that support for Ukraine is in line with the fundamental principles of the UN Charter.
