
On Friday 10 October 2025, the City of Luxembourg (VdL) and CFL Mobility SA announced a new development for carsharing in the capital, with the Carloh carsharing service becoming FLEX.
The change will take effect in December 2025, as part of the implementation of the “Mobilitéitsplang fir muer” (Mobility Plan for Tomorrow) and in line with their shared goal of sustainably developing the carsharing offer.
The Carloh carsharing service, previously operated by the VdL, will be gradually integrated into the FLEX network, operated by CFL Mobility, to further promote shared mobility.
This development seeks to unify the two networks, which will give users access to 27 stations with 72 vehicles strategically distributed throughout the capital, all accessible via a single mobile application. This measure aims to improve the customer experience by eliminating the need for multiple access and payment systems and to encourage more commuters to choose self-service cars for their journeys.
According to the VdL and CFL Mobility, to ensure a smooth transition to the FLEX service, both Carloh and FLEX vehicles will be available simultaneously at all relevant stations from 1 to 31 December 2025, meaning that both providers will be at customers’ disposal during this period. This is expected to allow users to discover the FLEX service, register, and familiarise themselves with its features and benefits. The aim is to ensure uninterrupted service continuity while guiding customers through this shift toward a modernised and expanded offer.
From 1 January 2026, the Carloh service will be fully replaced by FLEX. Carloh vehicles will be removed from stations and replaced with vehicles from the FLEX fleet. From that date, users will exclusively benefit from the FLEX service, which will reportedly ensure the continuity of carsharing in the capital through a strengthened offer integrated into the national network.
The VdL College of Aldermen emphasised the importance of facilitating and promoting carsharing in the capital, in line with the guidelines of the city’s mobility plan. Complementary to public transport and soft mobility options, carsharing helps ease urban congestion by reducing the number of private vehicles on the road, while providing commuters with a flexible mobility solution.
With the integration of Carloh into the FLEX network, the VdL and CFL Mobility SA said they aim to strengthen the carsharing offer by providing a single platform and an optimised network of stations covering the entire capital.
