The inauguration of the new P+R Stade de Luxembourg car park took place on Thursday 5 October 2023, in the presence of Luxembourg's Deputy Prime Minister and Minister for Mobility and Public Works, François Bausch, and the Mayor of the City of Luxembourg, Lydie Polfer.

At the southern entrance to the capital, on the Cloche d'Or site, the P+R Stade de Luxembourg park and ride facility is located on Boulevard de Kockelscheuer, next to the new football and rugby stadium. This new six-level car park is part of the Cloche d'Or interchange hub, allowing users to park their vehicle there and continue their journey by tram, bus or bicycle. The overall objective, according to Luxembourg's Ministry of Mobility and Public Works, is to relieve traffic within the city centre by a modal shift from private cars to public or more sustainable transport. As its name suggests, the car park will also be accessible to spectators during sports events at the Stade de Luxembourg or during events on the adjacent multifunctional square.

In line with the MODU 2.0 strategy and the 2035 national mobility plan, the Cloche d'Or interchange constitutes the first connection point to the network of the T1 tram line (terminus: "Stadion") of the bus lines coming from the A4 in continuation towards the N4 / Route d'Esch and from Kockelscheuer via the CR186.

Aimed at strengthening the parking offer on the outskirts of Luxembourg City and encouraging multimodality, the P+R Stade de Luxembourg offers secure 24/7 access and 1,993 parking spaces spread over six levels. These include 43 spots for people with reduced mobility, 97 spots reserved for women and 56 spots equipped with Chargy charging stations for electric or plug-in hybrid cars (partly financed by the European Union's "NextGenerationEU" programme), as well as about 60 secure bicycle spaces (mBox). There are three main stairwells and four lifts, public toilets and restrooms for bus and tram drivers.

Parking will be free for 24 hours. From the 25th hour of parking, the rate will be €10 per day started.

Works on the P+R began in November 2020, for a total cost of €79,980,000 including tax. The construction of the car park has been financed equally by the State and the City of Luxembourg (Ville de Luxembourg - VdL).

Levels -1 to +3 (i.e. five levels) came into service on late Thursday afternoon: 1,640 spaces are now accessible to the general public, including parking spaces reserved for people with reduced mobility and for women (located on the ground floor). The commissioning of the last level (353 spaces) is planned for the beginning of 2024.
