Luxembourg's Ministry of Foreign and European Affairs has issued an update concerning temporary immigration restrictions and has confirmed that Luxembourg has followed up on the issue of temporary restrictions of non-essential travel to the EU and the possible lifting of this restriction set in place on 7 August 2020.

The list of third countries whose residents should not be affected by a temporary restriction at external borders of non-essential travel to the EU has been updated by removing Morocco from the list with effect from 14 August 2020.

Third country nationals having their residence in Morocco will therefore no longer be authorised to enter the territory of the Grand Duchy of Luxembourg from 14 August 2020.

The updated list of third countries whose residents are authorised to enter the territory of the Grand Duchy of Luxembourg is therefore now as follows:

• Australia
• Canada
• China (subject to reciprocity at European Union level)
• Georgia
• Japan
• New Zealand
• Rwanda
• South Korea
• Thailand
• Tunisia
• Uruguay

The temporary restrictions for other third country nationals remain in place until 15 September 2020 inclusive.

In view of the COVID-19 epidemiological evolution on a global scale and in order to limit the spread and import of SARS-CoV-2 across the Schengen area, additional health measures at the external air border of the Grand Duchy of Luxembourg have been introduced on 12 August 2020. Since then, any third-country national aged 11+, including persons holding a temporary residence permit or a residence permit, wishing to travel by air to the Grand Duchy of Luxembourg from a third country not appearing on the above list of third countries, must present (before boarding) a negative result of a COVID-19 test carried out less than 48 hours before the flight.

A further clarification has been made to the text in question by exempting persons employed in the transport sector, namely members of the aircraft crew, as well as third-country nationals in transit, namely passengers stopping over without leaving the transit area at Luxembourg airport, of the obligation to present a negative COVID-19 test result.

Family members of a citizen of the European Union, the United Kingdom, San Marino, Andorra, Monaco and the Vatican / Holy See, as well as other States party to the Agreement on the The European Economic Area and the Swiss Confederation having a right of residence in one of the aforementioned member states, are not affected by this measure.
