On Monday 22 December 2025, Luxembourg's employment agency, ADEM, reported that there were 19,907 resident jobseekers available for work at the end of November 2025 as the unemployment rate rose to 6.9% (+1,282) compared with November 2024.
ADEM noted that despite the increase being relatively similar across all age groups, the rise is particularly pronounced among the most highly qualified jobseekers, whose numbers have grown by 10.2% over the year.
Analysis by STATEC (the Luxembourg National Statistics Institute) confirmed that the new data continued the trends of previous months, with the most significant increases observed in secretarial, administrative support and IT positions.
According to STATEC, the seasonally adjusted unemployment rate stands at 6.2%.
The number of new jobseeker registrations increased slightly as 2,694 residents registered with ADEM in November 2025, representing a 1.1% increase compared with November 2024. However, the decline in the number of resident jobseekers receiving full unemployment benefits, observed since spring 2025, continued to accelerate. From November 2024 to November 2025, this decreased by 1,300 people (-12.3%), reaching 9,233 as of November 30 2025. Conversely, the number of beneficiaries of employment support measures reached 4,489, a slight increase (+2.1%) in comparison with November 2024.
During November 2025, employers reported 2,347 job vacancies to ADEM, representing a decrease of 7.4% when compared to November 2024. Accounting and IT professions saw the largest declines during this month. As at 30 November 2025, the total number of available positions stood at 6,023, a decrease of 1.9% compared with November 2024.
