On Monday 1 March 2021, Luxembourg's Prime Minister Xavier Bettel chaired the Constituent Plenary Assembly of the Economic and Social Council, which was held via video conference.

At the opening of this assembly, the Prime Minister noted: “During this crisis, the Economic and Social Council, as the 'house of the social partners', has shown once again how important it is, especially in difficult times, to work together - as true partners and in the interest of our country".

Prime Minister Xavier Bettel also thanked Jean-Jacques, the outgoing President of the Economic and Social Council, stating: “Given the performance of the CES [Conseil économique et social], the diversity and the quality of its opinions within the framework of this mandate under the chairmanship of Mr. Jean-Jacques Rommes, it is obvious that the work of the CES has represented an indispensable support for the government in the design and implementation of our political priorities in recent years”.

For the 2021-23 term of office, the function of Presidency falls to the third Economic and Social Council Group, made up of members appointed directly by the government. The functions of the Vice-Presidencies fall respectively to the Employers' Group and the Salary Group.

The Prime Minister announced the appointment by His Royal Highness the Grand Duke of the following Presidents and Vice-Presidents for the 2021-23 office term:

- Tom Dominque was elected President of the Economic and Social Council 
- Jean-Jacques Rommes will take over as Vice-President of the Employers' Group
- Steve Heiliger was elected Vice-President of the Salary Group

The Economic and Social Council (ESC) is an advisory body to the Luxembourg government whose responsibility is to investigate economic, financial and social issues.
