
Luxembourg’s Ministry of Digitalisation has reported that draft law no. 8089 concerning the electronic signing of documents in administrative matters was adopted by the Chamber of Deputies (parliament) on Thursday 15 May 2025.
This development created the legal basis for the digital signing of administrative documents. According to the Ministry of Digitalisation, the electronic signature is considered an “additional digital tool that simplifies procedures” for authorities, institutions and citizens. The option to sign documents manually on paper will nevertheless remain available.
The aim of the law is to reduce paper usage and ease the administrative burden for institutions and authorities, while also expediting services for citizens. According to the Ministry of Digitalisation, when authorities, institutions or citizens make use of an electronic signature, it must be of the so-called “qualified” type. This requirement is also set out in the European Regulation “eIDAS” (No. 910/2014) and is described as ensuring “the highest level of security”. In practice, a LuxTrust product or another secure method is used to verify the signatory’s digital identity.
This law also forms part of the implementation of the EU Digital Identity (EUDI) Wallet, which Luxembourg is required to roll out by the end of 2026. The EUDI Wallet will become one of the secure tools, alongside LuxTrust products, for electronic signing. This functionality is required under the European “eIDAS” Regulation and is based on the digital identity that will be stored in the EUDI Wallet.
