On 28 October 2015, the Agency for the Development of School Quality of the Ministry of National Education (Agence-qualité) presented its assessment of two guidance and transition measures put in place for Year 9 students.
48 teachers, graduate teachers of the local Action for Youth (ALJ) and members of high school direction were present to listen to the analysis of the Agence-qualité and discussed potential areas for improvement.
Between November 2014 and October 2015, the Agence-qualité evaluated, at the request of the ALJ, the orientation courses which aim to provide students with experience of trades which may interest them with a view to helping them eventually land an apprentice job; and the OSnA Days, 'Op der Sich no enger Ausbildungsplatz' whose purpose is to assist students in apprenticeship by preparing them for administrative procedures and future interviews with employers.
These tools were developed in order to support 15-16 year old students in preparation for working life. In 2014-2015, three types of classes received around 1,600 students.
Based on an analysis of documents, questionnaires and interviews, the study looked at each action according to the different criteria of information and communication measures, predefined procedures for each measure, collaboration between stakeholders, the expertise of stakeholders, the reinvestment of the experiences of young people, and the effect of each measure.
Among the major projects of education policy, guidance for children and young people was cited as central as it needs to be present throughout the course of each student. The ALJ, between school and employment, engages which teenagers and young people who need the most help.
The results of the evaluation by the Agence-qualité were said to be encouraging and showed a strong engagement from all stakeholders. In order to improve the system, the Agence-qualité proposed the development of impact techniques with the Danie Beaulieu approach, which are concrete and creative and are designed to strengthen the motivation, attention and value of young people; of a concept of a guidance and transition passport which would document the experiences of the young; of training for stakeholders, particularly impact techniques; of the promotion the transmission of the experience; and of practical organisation.
Following the presentation, participants were invited to a World Café to discuss and contribute to the observations and recommendations of the Agence-qualité. These exchanges will give way to several working groups over the course of the school year, which will offer practical tools to help the guidance and transition of students towards an occupation.
