On Tuesday 15 September 2026, Luxembourg’s Ministry of the Economy announced that the reform of the amended Law of 9 August 2018 on an aid scheme for micro, small, medium-sized and large enterprises has entered into force.
The reform modernises the existing framework to better support Luxembourg businesses in their investment, development and transition projects, while simplifying access to aid and administrative procedures.
Aid better adapted to businesses’ realities
The ministry said the reform reflects the government's commitment to creating an environment conducive to entrepreneurship and strengthening the competitiveness of Luxembourg businesses. It adapts existing support schemes to the current needs of businesses, particularly in terms of modernisation, digitalisation and the sustainable transition.
Through the reform, support opportunities are being expanded for micro, small and medium-sized enterprises, primarily for investments related to the modernisation or replacement of equipment, the adoption of new technologies, or improvements to businesses’ environmental and climate impact, including initial investments by newly established businesses.
In addition, certain schemes are also available to large enterprises. Subject to the conditions laid down by law, they may in particular benefit from aid for consultancy services in areas such as digitalisation, artificial intelligence and cybersecurity, as well as certain investment aid for the modernisation or replacement of equipment, the adoption of new technologies, or improvements to their environmental and climate impact.
Simpler and more digital procedures for greater predictability
The ministry emphasised that administrative simplification is a government priority and a central element of this reform. Procedures are therefore being further digitalised, and the “Once only” principle is being strengthened in order, wherever possible, to limit administrative formalities for businesses.
In addition, the reform introduces clearly defined processing deadlines: in principle, a decision will be made within three months of receipt of a complete application. Likewise, the introduction of the principle that “silence constitutes agreement” will provide businesses with greater predictability.
“With this reform, we want to make business aid more accessible, faster and better adapted to realities on the ground. By modernising support schemes and simplifying procedures, we are strengthening our support for investment, competitiveness and the digital and sustainable transitions of the Luxembourg economy,”emphasised Lex Delles, Minister of the Economy, SMEs, Energy and Tourism.
Information sessions in four regions of the country
In order to present the new aid schemes and the main changes made to the existing schemes, the Ministry of the Economy will organise, from October onwards, in collaboration with the House of Entrepreneurship of the Chamber of Commerce and the Chamber of Skilled Trades and Crafts, a series of information sessions in four regions of the country:
⁃ Friday 23 October in Marnach
⁃ Monday 26 October and Monday 9 November in Luxembourg City
⁃ Wednesday 28 October in Mondorf
⁃ Thursday 12 November in Differdange
These meetings will present the various schemes based on concrete examples, explain the main eligibility conditions and the procedures to be followed, and provide an opportunity to engage directly with the experts present. Invitations and registration details will be communicated shortly.
