On Monday 15 December 2025, the Loterie Nationale de Luxembourg (National Lottery of Luxembourg) announced it had officially become the newest member of the United Lotteries for Integrity in Sports (ULIS).
In its press release the Loterie Nationale said the agreement significantly reinforced its commitment to safeguarding sports integrity and promoting responsible gaming.
ULIS is a non-profit association that unites state-authorised lotteries around the world in safeguarding the integrity of sport. By monitoring global betting activity, fostering cross-border cooperation and promoting responsible governance, ULIS works with stakeholders, including regulators, sports organisations and law enforcement, to combat match-fixing and illegal betting.
Jean-Luc Moner-Banet, President of ULIS, said: “We are delighted to welcome Luxembourg’s Loterie Nationale to ULIS. Lotteries naturally play a pivotal role in protecting sports integrity by monitoring betting activity, educating stakeholders and promoting sustainable gaming. The Loterie Nationale’s recent but determined involvement in sports betting, its longstanding commitment to responsible gaming, along with the company’s dedication to funding good causes, align perfectly with ULIS’ mission and we look forward to their active contribution to our collective efforts.”

The Loterie Nationale highlighted that by joining ULIS it will expand its operational capabilities by:
• Leveraging Integrity Intelligence: Thanks to the proprietary one-stop Integrity Platform, the Loterie Nationale will be able to tap into ULIS’ exclusive monitoring technology, knowledge database and model-alert technology and collaborate more deeply on integrity intelligence-sharing to detect and prevent competition manipulation;
• Elevating Global Standards: The ULIS network connects lotteries to key players spanning national to intergovernmental levels. By joining this network, the Loterie Nationale will facilitate the exchange of best practices with other lottery operators worldwide, participating in the elevation of global standards in sports betting;
• Prioritising Education: To further support its commitment to responsible gaming, the Loterie Nationale can rely on ULIS’ training programmes and seminars designed to protect the sporting community and promote ethical betting behaviours.
They emphasised that the collaboration underscored a shared vision between the two entities: to build a sustainable, socially responsible lottery model that safeguards players, supports sports organisations and benefits wider society.
