On Friday 12 September 2025, Luxembourg welcomed a delegation from China’s Henan province, led by Liu Ning, the new Secretary of the Provincial Committee of the Communist Party of China, and including members of HNCA (Henan Civil Development & Investment Co), for a working visit.

According to Luxembourg’s Ministry of Mobility and Public Works and Ministry of the Economy, Henan covers an area of 167,000 km² and is China’s third most populous province with more than 100 million inhabitants.

After a working breakfast with several Luxembourg financial institutions active in China, a ceremony was held to formalise the signing of a Memorandum of Understanding between the Zhengzhou Airport Economic Zone (ZAEZ), the capital of Henan, and several Luxembourg companies.

The delegation also met Luxembourg’s Minister for Mobility and Public Works, Yuriko Backes, for discussions on logistics and aviation relations between Luxembourg and Henan and the potential to deepen cooperation. In this context, a cooperation agreement was signed between Cargolux and HNCA.

The ministries reported that the partnership with Henan has allowed Cargolux to expand its operations in Asia via Zhengzhou Airport. In response to growing demand, particularly linked to e-commerce, two additional weekly flights will be introduced in October 2025, raising the total to 21.

The delegation later visited the Ministry of the Economy for talks with Lex Delles, Luxembourg’s Minister of the Economy, SMEs, Energy and Tourism. Discussions centred on economic relations, with a focus on logistics, the automotive sector and tourism. Since the end of 2023, a direct passenger service between Luxembourg and Zhengzhou has been in operation, providing an important air link and facilitating both trade and cultural exchanges, according to the ministries.

The programme further included a visit to Cargolux, as well as a meeting with the President of the Chamber of Deputies, Claude Wiseler.
