Luxembourg's Ministry of Home Affairs and the Grand Ducal Police have reported that the swearing-in ceremony took place for 159 new police officers on Thursday 24 April 2025.

The candidates included: 131 from career level B1, 25 from career level C1 and three from career level C2. For the candidates in career levels B1 and C1, this was the third class of trainee civil servants resulting from the "extraordinary" recruitment plan.

The new officers took their oath in the presence of Luxembourg's Minister for Home Affairs Léon Gloden, and the Director General of the Grand Ducal Police, Pascal Peters, as well as numerous guests and police representatives.

The swearing-in ceremony took place in the sports hall of the Police School (École de Police) in Findel and featured music by a military band.

During the ceremony, Minister Gloden expressed his gratitude to the new police officers, saying: "Your decision to join the police service, your dedication, your commitment and your courage in serving our society are a powerful gesture. As police officers, you are the guarantors of security and, consequently, of the freedom of all of us. There is no freedom without security."

Minister Gloden also outlined his vision for a modern police force based on three pillars: sufficient personnel, modern equipment and adequate infrastructure. He stated: "The police must, above all, be close to the people. Over the past twelve months, we have succeeded in reestablishing this proximity, thanks to an increased police presence and the local police unit pilot project."

The minister reiterated the "4P" principle, which serves as the basis for a police force that is close to citizens in terms of personnel, presence, proximity and prevention.

Pascal Peters congratulated the new officers on the successful completion of their training and noted with satisfaction that the police force remains an attractive employer - the number of registrations for the specialised police exam has stabilised at a high level in recent years, reaching nearly 500 registrations in autumn 2024.

After two years of training (one year for C2 candidates), the 159 new officers will now join the police force. In addition to compensating for retirements, this promotion will help strengthen police units across the country, including police stations within the four police regions, as well as the judicial police service and other entities.

The Grand Ducal Police and the Home Affairs Ministry also provided a retrospective for the "extraordinary" police recruitment drive which ended in 2019. The campaign saw the recruitment of 607 police officers and 240 civilian personnel for the years 2020 to 2022.

Launched in autumn 2020, the first recruitment wave was "a major challenge" for the police, as previous police recruitment drives had traditionally resulted in much smaller promotions. During the third wave of "extraordinary" recruitment, which was launched in 2023 and which includes the recently sworn-in officers, the number of applications reached 471.

The authorities noted that recruitment efforts are continuing beyond the "extraordinary" recruitment campaign in order to ensure the regular growth of the police force, in line with the demographics of the Grand Duchy and the expansion of the police's missions, as well as with the evolution of the administrative staff. As such, the police is set to recruit another 200 candidates in autumn 2025.
