On Wednesday 12 February 2025, Luxembourg’s Ministry of Education, Children and Youth and the Ministry of Housing and Spatial Planning issued a new call for projects for affordable housing for young people, at a conference on youth housing (Jugendwunnen), held at the Abbaye de Neumünster in Luxembourg-Grund.
The call aims to significantly increase the number of affordable housing for young people in the coming years.
A statement issued by the ministries noted that it is particularly difficult for young people to access affordable housing, whether they are at the start of their professional career, students or in training.
According to the statement, Luxembourg’s Minister of Education, Children and Youth and Minister of Housing and Spatial Planning, Claude Meisch, stated: "With a modest income and few savings, young people are often disadvantaged in a tight real estate market. We must not accept this situation. And we cannot accept it if we want our country to remain attractive to young people and for them to have a chance to become independent."
The two ministries jointly launched this call for new affordable housing projects, specifically adapted to the needs of young people, which is aimed at all stakeholders involved in affordable housing, such as social developers or social landlords, as well as stakeholders in the youth sector. As "dedicated affordable housing", the housing will be reserved for young people.
The ministries emphasised that the government supports investment in these projects through the financial participation of the Ministry of Housing and Spatial Planning with the "Aides à la Pierre" (“Stone Aid” to support affordable housing construction) and, if necessary, through funding for support for young people by the Ministry of Education, Children and Youth. The amount of support can vary.
It is hoped that large number of projects will be identified. A question and answer session for interested parties will take place on Wednesday 26 February 2025 at Forum Geesseknäppchen in Luxembourg-Merl (40 Boulevard Pierre Dupong).
The closing date for the first round of applications is Sunday 1 June 2025. New projects may also be submitted after this date.
