On Thursday 5 May 2022, Luxembourg's of the Interior, Taina Bofferding, presented the proposal to the social partners from the Central Commission on the enhancement of the municipal employee' career.

Within the framework of the bill on administrative sanctions, an extension of the competence of municipal employees is foreseen. Thus, in future they should above all offer a proximity service, in order to promote coexistence in the municipalities and also be able to write a number of protocols in case of infractions against the general police regulations of the municipalities.

For this purpose, the municipal employees have to undergo specific training. In order to take into account their new role in the future, the social partners from the municipal sector discussed the enhancement of the careers of employees.

Minister Bofferding presented the proposal and emphasised: “We must also accompany the new responsibilities that municipal agents take on in order to improve coexistence in the neighbourhoods with new formations. Of course, this new role should also be reflected in their career."

The proposal of the Ministry of the Interior provides that the career of the municipal employee will be reclassified from career D2 to career D1. In addition, individual premiums are adapted, such as the premium and the risk premium. The training was developed in conjunction with the Association of Municipal Employees (Association des agents municipaux - ASAM) and the police to ensure good cooperation and to meet the needs of the ground.

In addition, the Central Commission talked about the adjustments in musical education that still need to be made, as well as about the reform of the special training of municipal officials.
