
Luxembourg's Ministry of the Environment, Climate and Sustainable Development has announced that on Friday 22 January 2021, the government's cabinet adopted a draft Grand-Ducal regulation extending the "PRIMe House" financial aid scheme until 31 December 2021, under the terms and conditions currently in place.
This extension also covers aid for sustainable energy renovation as well as for the promotion of heating systems based on renewable energies which have been substantially revised upwards as part of the “Neistart Lëtzebuerg” programme that the government had put forward at the exit from containment in spring 2020, with the double concern of contributing to the economic recovery and strengthening Luxembourg's efforts in the fight against climate change.
Subject to the finalisation of the regulatory procedure, the financial aid scheme will apply to the following investments and services:
New sustainable housing: This covers new constructions for which permission to build is requested by 31 December 2021 at the latest. The work must be carried out no later than 31 December 2024 (date of the invoice).
Sustainable energy sanitation: This covers renovation projects for which the request for an agreement in principle is submitted no later than 31 December 2021. The 50% increase in the “Neistart Lëtzebuerg” programme will apply to works and services carried out no later than 31 December 2023 (date of the invoice): cleaning up the various construction elements of the building's thermal envelope, implementation of controlled mechanical ventilation, and energy advice.
Solar thermal installations, heat pumps, wood-fired boilers and connections to a heating network: This applies to installations ordered by 31 December 2021 at the latest. The 25% increase in the "Neistart Lëtzebuerg" programme will apply to investments made no later than 31 December 2023 (date of the invoice).
Photovoltaic solar installations: This applies to installations for which the invoice is established by 31 December 2021 at the latest.
A reformed financial aid scheme will take over for projects initiated after 1 January 2022.
