
The site of Luxembourg's current national stadium, the Stade Josy Barthel, is set to be converted into a residential area.
On Tuesday 21 January 2020, Lydie Polfer, Mayor of Luxembourg City, and Serge Wilmes, first alderman, presented the projects selected during the first phase of an urban planning competition for the development of this site on Route d'Arlon and aimed at converting the site into a residential area with a high quality of life.
The competition ran from May to September 2019, with 35 draft projects being submitted anonymously. On 14 and 15 January 2020, a selection committee chose seven projects after analysing the applications and a first evaluation of the drafts. The selection committee was composed of representatives of the City of Luxembourg, the Ministry of the Interior, the Ministry of Housing, the SNHBM, the OAI and the Franciscan Sisters as well as an architecture professor from the University of Luxembourg and several international experts.
After their presentation to the Municipal Council, the selected projects will be exhibited from Tuesday 21 January to Saturday 1 February 2020 anonymously in the ceremony room of the Bierger-Center in Luxembourg-ville (Monday - Friday from 08:00-17:00; Saturday 25 January from 10:00-17:00; Saturday 1 February from 10:00-12:00). During this period, the public is invited to participate actively in the process of developing the new project. Visitors will thus have the opportunity to give a positive and / or critical opinion on the various projects via forms distributed on site. The suggestions received will then be transmitted to the competition participants and integrated into the projects as much as possible.
The second phase of the competition will begin in March 2020 and will consist of a paid consultation with the selected teams, whose anonymity will be lifted at that time. The teams will submit their final projects in September 2020. The second phase of the competition will end at the end of 2020 with the presentation of the projects and the announcement of the winning team.
The winning project will serve as the basis for the development of a special development plan to be adopted by the Municipal Council.
