On Monday 19 and Tuesday 20 October 2015, Secretary of State for Housing, Marc Hansen signed two further agreements to provide financial support for social rental management from the Ministry of Housing.
Following an agreement signed with Caritas Luxembourg last week, a second partnership was agreed upon yesterday between the Ministry of Housing and the College of the Mayor and Aldermen of the town of Diekirch. Diekirch will be supported in the follow-up to its implementation of the 're-rented accommodation' projects, which will consist of the discounted relocation of accommodation rented from private landlords.
As part of its endeavours to fight social exclusion, the Ministry of Housing will partially support the costs related to social property management actions of the town of Diekirch.
Today a further agreement was reached between Marc Hansen and Stëmm vun der Strooss representatives, including Marcel Detaille, President; Jacques Hansen, Vice-President; and Claude Consdorf, chargée Assistant Director.
Proprietors' fears regarding disadvantaged persons, and the requirement of a deposit constituting two to three months rent had meant that rental housing for low-income people is virtually unaffordable. Stëmm vun der Strooss, an organisation which supports disadvantaged people in the Grand Duchy, therefore developed the 'supported housing' project, providing an intermediary between tenants and landlords. The association guarantees these rent payments and proper management of the locale, in return for a full or partial waiver of the deposit. In this way, people living on the margins of society are better stabilised and rehabilitated with the help of housing.
To this end, the agreement will see the Ministry of Housing also providing partial financial aid to this project, offering financial participation per lodging and per month.
