On Monday 8 June the results of the organisational and financial analysis of the Directorate of Civil Aviation (DAC) and the Luxembourg Agency for Aviation Safety (ALSA) were presented to the entire staff DAC and ALSA, attended by the Minister of Sustainable Development and Infrastructure, François Bausch, representatives of the Ministry of Sustainable Development and Infrastructure (MDDI), respective directions of DAC and ALSA and KPMG, the consulting firm in charge of the analysis. The meeting took place in a calm, pleasant and constructive atmosphere and staff took full advantage of the opportunity to ask questions and express concerns.
 
The study was initiated after a call for proposals in December 2014 by KPMG, had as its objective the evaluation of the functioning of various departments of the DAC and ALSA and governance of the two entities in order to develop recommendations for improvement. The areas of analysis included: organisational structure, finance, investment and procurement, human resources, customer relations, external relations and support services.
 
The work identified a number of strengths and weaknesses of the structure. Recommendations on findings to the abovementioned areas of analysis were developed and discussed.
 
Finally, it was recommended to use a single common structure to bring together the DAC employees and ALSA employees under a single legal entity and / or the same business model, allowing both to have a single direction, clarify roles and responsibilities, subordination and create an efficient organisation.
 
This new structure must be able to develop governance principles defining the basis for effective and efficient organisation while maintaining its financial autonomy required for recruitment needs and flexibility in terms of human resources.
 
Minister François Bausch instructed the leadership of the DAC and the ALSA to consult in the context of meetings with relevant personnel, and consulting firm, to jointly develop the implementation of the various recommendations.
