On Thursday 13 March 2025, Luxembourg’s Minister for Home Affairs, Léon Gloden, travelled to The Hague (the Netherlands) for a working visit.

As reported by Luxembourg’s Ministry for Home Affairs, the objective of the visit was to gain greater familiarity with the administrative approach to combating organised crime. This is considered as a complementary means to law enforcement, designed to prevent criminal organisations from infiltrating the legal economy and abusing it for criminal purposes. The Netherlands has extensive experience with using an administrative approach and its specific legal framework to tackle these issues.

The ministry reported that during the visit, Léon Gloden held a bilateral meeting with the Dutch Minister of Justice and Security, David van Weel, during which the two ministers discussed, in addition to the administrative approach, the issues of organised crime and drug trafficking, as well as resilience, particularly in the face of hybrid and military threats. The ministry added that the ministers also expressed their desire to intensify collaboration, both bilaterally and within the Benelux union, in the area of administrative approaches.

In relation to the issue of drug trafficking, Minister Gloden stated: "The two recent seizures of historic quantities of cocaine in Luxembourg confirm the need for a multidisciplinary approach in close coordination with other ministries”. The ministry confirmed that during this meeting, Minister Gloden informed his counterpart of his intention to submit a bill on the automatic licence plate recognition system to the Luxembourg Government Council (Cabinet) in the near future.

During the visit, Minister Gloden was accompanied by a delegation composed of representatives from Luxembourg’s Ministry for Home Affairs, the Ministry of Justice, the Ministry of Finance and the Customs and Excise Agency.

On the sidelines of the visit, Minister Gloden met with representatives of the Dutch Repatriation and Departure Service (DT&V), an executive agency of the Ministry of Justice and Security.
