On Monday 4 and Tuesday 5 July 2022, Luxembourg's Minister for Development Cooperation and Humanitarian Affairs, Franz Fayot, took part in the Ukraine Recovery Conference which was held in Lugano, Switzerland.

Jointly organised by Ukraine and Switzerland, the international conference was held in the context of the war of aggression waged by Russia in Ukraine and aimed to discuss the reconstruction of the country. The high-level political event thus enabled Ukraine to present its reconstruction and development plan and participants to discuss the political, financial and technical contributions and support to meet the challenges that this reconstruction entails.

During the national interventions of the participating States, Minister Fayot reaffirmed Luxembourg's support for Ukraine in its short and long-term reconstruction. In this context, he said that Luxembourg, following the request of the Ukrainian government, had identified a number of companies specialised in the development of smart, modular or mobile homes to support internally displaced people, while continuing to provide immediate humanitarian assistance. Minister Fayot insisted on recalling that the reconstruction of the country will have to be done by pursuing reforms in Ukraine and by improving the quality of education and social and health services, as well as respect for human rights and civil liberties of Ukrainian citizens a priority.

Luxembourg is thus aligning itself with the positions of the other participants in the conference, at the end of which a joint declaration, the Lugano declaration, was adopted. Through this document, the participants undertake to support Ukraine throughout its path of reconstruction, from early to long term.

On the sidelines of the main event, Minister Fayot had a meeting with Oleksiy Chernyshov, Minister of Regional Development of Ukraine, to discuss housing and social infrastructure reconstruction projects that Luxembourg can put in place to support internally displaced persons in Ukraine.

He also met Dominique Hasler, Minister of Foreign Affairs, Education and Sport of Liechtenstein. Discussions focused in particular on the reconstruction of Ukraine and how the two countries can contribute to it.
