On Sunday 8 November 2020, Luxembourg's Ministry of Foreign and European Affairs announced that, from today, anyone entering Germany must, in principle, register electronically before entering the country if they have been in Luxembourg or other regions classified by Germany as a "risk area" anytime during the last ten days.

The following exceptions to the entry registration requirement, which are important for cross-border traffic between Luxembourg and Germany, have been announced: 

- people who have travelled through Luxembourg and did not stop there; 

- people who only enter Germany for transiting through the country; 

- people who have been in Luxembourg for less than 24 hours as part of border traffic; 

- people who enter Germany and intend to stay for up to 24 hours; or 

- people who travel to Germany for professional reasons in order to transport people, goods or goods across borders by road, rail, ship or plane.

Residents of Luxembourg whose travel to Germany does not fall under these exceptions can access the digital entry registration from 18:00 today, Sunday 8 November 2020, online at www.Einreiseanmeldung.de.

With regard to the general quarantine obligation for travellers from Luxembourg to Germany, substantial exemptions continue to apply in the various federal states; there can be considerable differences between the regulations in individual federal states. In addition, these regulations are being adjusted in some federal states from 8 November. Travellers are asked to inquire on the website of the federal state concerned on thre specific quarantine regulations there. In Saarland, in particular, the exception to the quarantine requirement remains for all stays of less than 24 hours. The Rhineland-Palatinate Prime Minister, Malu Dreyer, also confirmed in a telephone conversation with Luxembourg's Foreign Minister Asselborn that in Rhineland-Palatinate all the exceptions for residents of Luxembourg that are important for border traffic will continue to apply and that there will be no changes to the existing regulation in this regard.
