On Thursday 3 December 2015, the Helpdesk REACH&CLP of the Luxembourg Institute of Science and Technology (LIST) will be holdings its ninth annual conference to make businesses aware of developments and challenges related to the implementation of the REACH and CLP European regulations.

The event will welcome professionals involved with Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) obligations of the 2006 EU regulations; as well as the Classification, Labelling and Packaging (CLP) Regulation of 2008.

This 9th edition has been organised as part of European SME Week and with the support of FEDIL-Business Federation Luxembourg, Enterprise Europe Network, as well as the Ministries of Sustainable Development and Infrastructure and of the Economy.

Directed towards manufacturers, importers and downstream users of chemical products; national authorities; and consulting firms active in the areas covered by these regulations, the conference will begin with a networking lunch allowing participants to interact with industrialists, members of the Helpdesk REACH&CLP Luxembourg and conference speakers. This latter group will include the European Chemicals Agency (ECHA), the Administration de l'Environnement (AEV), the Brussels Centre Antipoisons; and the Société Nationale de Circulation Automobile (SNCA).

A subsequent plenary session in French and English will address a variety of themes such as:

  • The key points of the REACH and CLP related to the current and future obligations of businesses;
  • The REACH registration deadline for 2018, which requires the registration with the European Chemicals Agency (ECHA) of all manufactured or imported substances of between 1 and 100 tonnes/year. This deadline relates to a larger number of companies, including SMEs;
  • Information sources available on the website of the ECHA, including candidate and authorisation lists, classifications inventory and labelling;
  • The requirements for the reporting of hazardous combinations placed on the Luxembourg market to the Belgian Poison Control Centre. These requirements will be followed by the signing of a cooperation agreement between Luxembourg and Belgium, designating the Brussels Centre Antipoisons as the body responsible for receiving information on how to respond to health emergencies;
  • The regulatory requirements related to the transport of dangerous goods and the existing links between the REACH and CLP Regulations;
  • The requirements for the implementation of the Biocides Regulation in Luxembourg and the existing links between the REACH and CLP.
